Deputy Chief of Party (DCOP), Operations

Position Summary 

Under the supervision of the Chief Of Party, the DCOP Operations is responsible for the overall operations of the USAID Senegal Feed the Future Dekkal Geej project. 

Essential Responsibilities 

Specific responsibilities of the DCOP, Operations include, but are not limited to :  

  • Provide overall financial and administrative oversight to achieve project outcomes  
  • Administer the project’s financial control procedures, ensuring compliance with Winrock’s established accounting principles, local laws and donor regulations 
  • Lead and manage the project Operations team to support Human Resources, Procurement, Accounting and Administrative functions 
  • Identify and mitigate project risks 
  • Oversee all project related audits and ensure any corrective actions are implemented 
  • Interact directly and regularly with the donor and other stakeholders  
  • Participate in regular field visits to project areas  
  • Manage all leases and service agreements for the project 
  • Coordinate and communicate on a regular basis with Winrock headquarters 
  • Act on behalf of the COP as assigned and delegated 
  • Perform other duties as may be assigned. 

QUALIFICATIONS AND BACKGROUND 

Education & Experience

  • Minimum Bachelor’s or equivalent degree in finance, business administration, or related field  
  • At least 10 years of experience working on public or private sector management, administration, or financial management in a related role 
  • At least three years proven supervisory and management experience 
  • Proven expertise in financial management, budgeting, human resources, and procurement 
  • Firm knowledge of USAID or other donor regulations and procedures regarding procurement, contracts, budgets, and financial management 
  • At least five years of experience working on donor-funded activities, preferably USAID 
  • Written and oral communications skills in English and fluent in French 

Personal Skills & Abilities; 

  • Excellent management, communication, and organization skills are required. 
  • Excellent computer skills (MS Office, accounting software such as Quick Books) are required.
